CEN/TC 319 - Maintenance

This document specifies and gives guidance on the performance and condition assessment process of existing physical assets in the utilization stage (from commissioning to the end of life).
This document relates to assessment of physical assets within the building and civil engineering sector; however, it can also be used in other sectors where applicable.
This document specifies a generic framework for assessment, specification of requirements, the observation process and gathering of the required information in order to sustain informed asset management decision making.
This document is an umbrella standard and refers to other standards for detailed methods. It does not replace any other standard, but is an addition to provide a system for the assessment work.
NOTE 1   The references to other standards only relate to building and civil engineering works. There are no references for production machinery and equipment, offshore, electrical and mechanical assets, mobile assets and non-tangible assets.
NOTE 2   In this document the physical assets will be referred to as assets, except in the Clause Terms and definitions.

This document lists Key Performance Indicators (KPIs) of the Maintenance Function and gives guidelines to define a set of suitable indicators, to appraise and to improve effectiveness, efficiency and sustainability in the maintenance of the existing physical assets either industrial, infrastructures, facilities, civil buildings or transportation systems, etc. in the framework of the external and internal influencing factors.

This document specifies the maintenance engineering discipline throughout the entire life cycle.
This document gives guidance on how maintenance engineering can contribute to the assurance of required dependability to achieve a sustainable balance between performance, risk and costs.
This document refers to standards that further describe detailed methods and techniques.
This document does not give guidance on how to set up systems and infrastructure for maintenance engineering nor does it include guidance on software maintenance.
NOTE 1   For software components of an item, the maintenance activities are covered in ISO/IEC/IEEE 14764 [54].
NOTE 2   The overall maintenance process is covered by EN 17007 [10].

This document specifies methods and procedures when applying physical asset management as a framework to take maintenance into account as an influencing factor within an organizations’ strategic and tactical decisions on its physical assets, and when applying physical asset management as a framework to maintenance activities. It also specifies the relationship between organizational strategic plan and the maintenance management system at a methodological level and describes the interrelations between maintenance process and all the other physical asset management processes at a procedural level.
This document is applicable to managing the physical assets of organizations of all sizes especially organizations producing goods and services with physical assets. It introduces methods and procedures for all the levels and functions of the organizations’ management such as corporate planning management, plant management, technical management, production management, financial management, asset management, maintenance management, quality management, etc. The focus of the document is at the asset portfolio and system levels and consists of guidance and recommendations. It does not apply to certification, regulatory, or contractual use.
However, if specific documents exist for a particular domain, it is important to also consider those documents.

The document deals with the methodologies of condition assessment for all types of structures

This European Standard specifies the Risk-Based Inspection Framework (RBIF) and gives guidelines for Risk-Based Inspection and Maintenance (RBIM) in hydrocarbon and chemical process industries, power generation and other industries where RBI is applicable.
Although RBIF encompasses both inspection and maintenance, this document focuses primarily on Risk-Based Inspection (RBI) and its applicability within the context of RBIM. The RBIF thereby supports optimization of operations and maintenance as well as asset integrity management.

This European Standard specifies generic terms and definitions for the technical, administrative and managerial areas of maintenance. It is not intended to terms which are used for the maintenance of software only.

This European Standard provides a generic description of the maintenance process. It specifies the characteristics of all the processes, parts of maintenance process, and establishes a maintenance model to gives guidelines for defining indicators.
This European Standard is applicable to all organizations (company, institution, agency, etc.) in charge of maintaining physical assets. Therefore, it has been established without a particular organization in mind and does not aim to propose one. This description could be adapted based on the type and size of organization chosen to perform the maintenance, the complexity of the systems maintained and the scope of the external contracted services.
The purpose of the breakdown into processes and the representation of their inter-relationships  is to help maintenance personnel, and particularly management at different levels, to:
-   clearly identify the actions to be taken in order to meet the overall objectives set by Management in terms of maintenance;
-   delegate responsibilities that ensure the realization of the actions with the required performance levels;
-   for each process, clearly determine:
a)   the necessary inputs and their origin;
b)   the required results and their intended uses;
-   monitor and quantitatively assess the performance obtained at various levels of the breakdown into processes;
-   improve the collection and the distribution of data.
This standard does not cover software maintenance itself, but applies to items containing software.

This European Standard provides guidance on the preparation of private contracts for maintenance work.
It can be applied to
   cross-border as well as national company/maintenance contractor relationships,
   the whole range of maintenance services including planning, management and control in addition to maintenance operations,
   every type of item with the exception of computer software unless the software has to be maintained as an integral part of, and together with, technical equipment.
It does not
   provide standard forms for maintenance contracts,
   determine rights and obligations between company and maintenance contractor,
   provide rules for agreements with public administrations.

This European Standard specifies the qualification of the personnel with regard to the tasks to be performed in the context of the maintenance of plant, infrastructure and production systems.
In this European Standard, maintenance of plants and buildings is included in terms of technical aspects of services.
This European Standard guides to define the knowledge, skills and competencies required for the qualification of maintenance personnel.
This European Standard covers the following professional persons in the maintenance organization:
-   Maintenance Technician Specialist;
-   Maintenance Supervisor and Maintenance Engineer;
-   Maintenance Manager (Responsible of Maintenance Function or Service).
This European Standard does not specify the verification criteria nor the specialized training of the personnel, which is related to the specific commodity sector.
NOTE   Specialization and profession are the subject of the training carried out in the relevant sector.

This European standard introduces physical asset management as a framework for maintenance activities. It also introduces the relationship between organizational strategic plan and maintenance management system and describes the interrelations between maintenance process and all the other physical asset management processes. It addresses the role and importance of maintenance within physical asset management system during the whole life cycle of an item.
This European standard can be applied to production organizations of all sizes. However, if specific standards exist for a particular application or field of industry, those documents should also be considered.
This European standard consists of guidance and recommendations and is not intended to be used for certification, regulatory, or contractual use.

This European Standard specifies the criteria and the general methods that can be used in the planning,
management and control of maintenance in buildings and their surrounding area according to the applicable
legal requirements, objectives of the owners and users and the required quality of maintenance.
This European Standard applies to the maintenance management of buildings.
For informative purposes, a possible classification of buildings is given in Annex A.

This European Standard specifies general guidelines for:
   the technical documentation to be supplied with an item, at the latest before it is ready to be put into service, in order to support its maintenance, see Clause 5.
   the documentation of information to be established within the operational phase of an item, in order to support the maintenance requirements, see Annex A.
It is mainly addressed to designers, manufacturers, technical writers and suppliers of documentation.
This standard does not include documents related to training and competences of users, operators and mainte-nance staff.
This standard may not be applicable to the documentation for the maintenance of software only.

This document specifies the main content of maintenance management and the main activities for which maintenance management is responsible.
This document is applicable to maintenance managers and asset managers in the industry sector and for infrastructure and buildings in order to achieve the success factors of the organization.

This document provides users with guidance that help prevent risks related to energies during maintenance activities on plants when in use. It is up to each employer, according to the terms commonly used in the company, to:
-   Set out the correlation between the processes described in this document and standard practices;
-   Define the roles and responsibilities of the people involved in the energy lockout process.
This document refers to concepts, definitions, rules, recommendations and best practices taken from national and international documents (lockout/tagout - "administrative lockout" - Lockout/Tagout (LOTO) - Safe isolation) that cover activities to ensure the safety of worker as regards energies.
This document deals with the prevention of energies and fluids (powders, gases, liquids) related risks; it is noted that some are covered by specific regulations or standards, such as the electrical risk. Environmental issues related to energies and fluids are not in the scope of this document.
The recommendations stated in this document have been drawn up with a view to ensure the safety and health of workers around hazardous energies and fluids, and situations when they are conducting activities on maintenance, settings, changing formats, regardless of the type of activity.
The recommendations relate to activities carried out on items. They are applied before, during and after the operation to:
-   The energies supplied, contained, transported or released by plants, products and fluids;
-   Risks of lack of presence of vital elements for the worker (breathable air);
-   Risks related to the presence of hazardous fluids for the worker and the surrounding personal.
This document is a methodological guideline within the normative maintenance corpus.

The scope of this document is to report about the current situation for defining the competence levels for personnel operating in maintenance and the knowledge levels required to be addressed to carry out those competencies.

This Technical Specification specifies the criteria and the general methods in the planning, management and control of maintenance in buildings and their surrounding area according to the objectives of the owners and users and the required quality of maintenance.
This Technical Specification should apply to the maintenance management of buildings.
For informative purposes a possible classification of buildings is given in Annex A.
