Environmental management systems - General guidelines on implementation (ISO 14004:2016)

This International Standard provides guidance for an organization on the establishment,
implementation, maintenance and improvement of a robust, credible and reliable environmental
management system. The guidance provided is intended for an organization seeking to manage its
environmental responsibilities in a systematic manner that contributes to the environmental pillar of
sustainability.
This International Standard helps an organization achieve the intended outcomes of its environmental
management system, which provides value for the environment, the organization itself and interested
parties. Consistent with the organization’s environmental policy, the intended outcomes of an
environmental management system include:
— enhancement of environmental performance;
— fulfilment of compliance obligations;
— achievement of environmental objectives.
The guidance in this International Standard can help an organization to enhance its environmental
performance, and enables the elements of the environmental management system to be integrated into
its core business process.
NOTE While the environmental management system is not intended to manage occupational health and
safety issues, these can be included when an organization seeks to implement an integrated environmental and
occupational health and safety management system.
This International Standard is applicable to any organization, regardless of size, type and nature,
and applies to the environmental aspects of its activities, products and services that the organization
determines it can either control or influence, considering a life cycle perspective.
The guidance in this International Standard can be used in whole or in part to systematically
improve environmental management. It serves to provide additional explanation of the concepts and
requirements.
While the guidance in this International Standard is consistent with the ISO 14001 environmental
management system model, it is not intended to provide interpretations of the requirements of
ISO 14001.

Diese Internationale Norm enthält Leitlinien für den Aufbau, die Verwirklichung, die Aufrechterhaltung und
die Verbesserung eines widerstandsfähigen, glaubwürdigen und zuverlässigen Umweltmanagementsystems.
Die bereitgestellte Anleitung ist für die Anwendung durch Organisationen vorgesehen, die danach streben,
ihre umweltbezogenen Verantwortlichkeiten in einer zur ökologischen Säule der Nachhaltigkeit
beitragenden, systematischen Weise wahrzunehmen und zu steuern.
Diese Internationale Norm unterstützt eine Organisation dabei, die beabsichtigten Ergebnisse ihres
Umweltmanagementsystems zu erreichen, und damit einen Mehrwert für die Umwelt, die Organisation
selbst und für interessierte Parteien zu bieten. In Übereinstimmung mit der Umweltpolitik der Organisation
schließen die beabsichtigten Ergebnisse eines Umweltmanagementsystems Folgendes ein:
— Verbesserung der Umweltleistung;
— Erfüllung von bindenden Verpflichtungen;
— Erreichen von Umweltzielen.
Die in der vorliegenden Internationalen Norm enthaltenen Leitlinien können einer Organisation dabei
helfen, ihre Umweltleistung zu verbessern, und sie ermöglichen die Integration der Elemente des
Umweltmanagementsystems in ihren Kerngeschäftsprozess.
ANMERKUNG Obwohl das Umweltmanagementsystem nicht der Steuerung von Aspekten des Arbeits- und
Gesundheitsschutzes dient, können diese integriert werden, wenn eine Organisation die Absicht verfolgt, ein
einheitliches Managementsystem für Umwelt-, Arbeits- und Gesundheitsschutz zu verwirklichen.
Diese Internationale Norm ist auf alle Organisationen anwendbar, unabhängig von ihrer Größe, Art und
Beschaffenheit. Sie gilt für jene Umweltaspekte ihrer Tätigkeiten, Produkte und Dienstleistungen, welche die

ISO 14004:2016 donne à un organisme des lignes directrices concernant l'établissement, la mise en ?uvre, la mise à jour et l'amélioration d'un système de management environnemental robuste, crédible et fiable. Les lignes directrices fournies sont destinées à un organisme cherchant à gérer ses responsabilités environnementales de manière systématique afin de contribuer au pilier environnemental du développement durable.
La présente Norme internationale aide un organisme à obtenir les résultats escomptés de son système de management environnemental, qui fournit de la valeur pour l'environnement, l'organisme lui-même et les parties intéressées. En cohérence avec la politique environnementale de l'organisme, les résultats escomptés d'un système de management environnemental comprennent:
-      l'amélioration de la performance environnementale;
-      le respect des obligations de conformité;
-      l'atteinte des objectifs environnementaux.
Les lignes directrices de la présente Norme internationale peuvent aider un organisme à améliorer sa performance environnementale et permettent d'intégrer les éléments du système de management environnemental dans son processus métier de base.
NOTE          Bien que le système de management environnemental n'ait pas pour objet de traiter des questions relatives à la santé et à la sécurité au travail, ces dernières peuvent être incluses lorsque l'organisme cherche à mettre en ?uvre un système de management intégré de l'environnement et de la santé et la sécurité au travail.
ISO 14004:2016 est applicable à tout organisme, indépendamment de sa taille, de son type et de sa nature, et s'applique aux aspects environnementaux de ses activités, produits et services que l'organisme considère pouvoir maîtriser ou influencer, en adoptant une perspective de cycle de vie.
Les lignes directrices de la présente Norme internationale peuvent être utilisées dans leur totalité ou en partie pour améliorer de façon systématique le management environnemental. Elles servent à fournir une explication complémentaire des concepts et des exigences.

Sistemi ravnanja z okoljem - Splošne smernice za uvajanje (ISO 14004:2016)

Ta mednarodni standard podaja smernice za organizacije pri vzpostavljanju,
uvajanju, vzdrževanju in izboljšanju robustnega, kredibilnega in zanesljivega
sistema ravnanja z okoljem. Podane smernice so namenjene organizacijam, ki si prizadevajo
sistematično upravljati svoje odgovornosti na področju ravnanja z okoljem in tako prispevati k trajnostnemu varovanju okolja.
Ta mednarodni standard bo organizacijam v pomoč pri doseganju predvidenih rezultatov sistema ravnanja z okoljem, ki bodo dodana vrednost za okolje, organizacijo in vpletene strani. Skladno z okoljevarstveno politiko organizacije vključujejo predvideni rezultati sistema ravnanja z okoljem naslednje točke:
– večji učinki ravnanja z okoljem;
– izpolnitev obveznosti glede skladnosti;
– doseganje okoljskih ciljev.

Requirements of EU Directive 765/2008
This European Standard has been prepared under a mandate given to CEN by the European
Commission and the European Free Trade Association to provide one means of conforming to Essential
Requirements of the New Approach Directive 765/2008.
Once this standard is cited in the Official Journal of the European Union under that Directive and has
been implemented as a national standard in at least one Member State, compliance with the normative
clauses of this standard confers, within the limits of the scope of this standard, a presumption of
conformity with the relevant Essential Requirements of that Directive and associated EFTA regulations.
WARNING: Other requirements and other EU Directives may be applicable to the products falling

ISO (the International Organization for Standardization) is a worldwide federation of national standards

Introduction
Achieving a balance between the environment, society and the economy is considered essential to
meet the needs of the present without compromising the ability of future generations to meet their
needs. Sustainable development is a goal achieved by balancing the three pillars of sustainability: the
environment, society and the economy.
Organizations, whether public or private, large or small, in developed or in emerging economies, have
an impact on the environment and can be affected by the environment in return. There is a growing
understanding that human development and well-being are contingent on preserving and conserving
our natural resources, upon which all human activity and productivity depend. Achieving sound
environmental performance requires organizational commitment to a systematic approach and to
continual improvement of an environmental management system.
Societal expectations are driving the need for improved management of the resources necessary
to support human development, through greater efficiency, transparency and accountability for
all organizations. There are growing pressures on the environment, from climate change, over-
consumption of resources and the challenges created by degradation of ecosystems and the loss of
biodiversity.
The aim of this International Standard is to provide organizations with guidance for a common
framework, in order to establish, implement, maintain and continually improve a system to support
better environmental management. This environmental management framework should contribute
to the long-term success of the organization and to the overall goal of sustainable development. The
framework of a robust, credible and reliable environmental management system is shown in Figure 1.
It includes:
— understanding the context in which the organization operates;
— determining and understanding the relevant needs and expectations of interested parties, as they
relate to the environmental management system of the organization;
— establishing and implementing an environmental policy and environmental objectives;
— top management taking a leading role in improving environmental performance;
— identifying aspects of the organization’s activities, products and services that can result in significant
environmental impacts;
— identifying the environmental conditions, including events, that can affect the organization;
— considering the organization’s risks and opportunities that need to be addressed in relation to its:
— environmental aspects;
— compliance obligations;
— other issues (see 4.1) and requirements (see 4.2);
— increasing awareness of the organization’s interaction with the environment;
— establishing operational controls, as appropriate, to manage the organization’s significant
environmental aspects and compliance obligations, and risks and opportunities that need to be
addressed;
— evaluating environmental performance and taking actions, as necessary, for its improvement.

The outcomes of a systematic approach to environmental management can provide top management
with quantitative and qualitative data that enables informed business decisions that build long-
term success and create options for contributing to sustainable development. The success of the
environmental management system depends on commitment from all levels and functions of the
organization, led by top management. The opportunities include:
— protecting the environment, including the prevention or reduction of adverse environmental
impacts;
— controlling or influencing the way products and services are designed, manufactured, distributed,
used and disposed;
— using a life cycle perspective to prevent environmental impacts from being unintentionally shifted
elsewhere within the cycle;
— achieving financial and operational benefits that can result from implementing environmentally
sound alternatives which strengthen the organization’s market position;
— communicating environmental information to relevant interested parties.
In addition to enhanced environmental performance, the potential benefits associated with an effective
environmental management system include:
— assuring customers of the organization’s commitment to demonstrable environmental management;
— maintaining good public and community relations;
— satisfying investor criteria and improving access to capital;
— enhancing image and market share;
— improving cost control;
— preventing incidents that result in liability;

— conserving input materials and energy;
— designing more environmental friendly products;
— facilitating the attainment of permits and authorizations and meeting their requirements;

the organization’s control;
— improving relations between industry and government.
It is possible for an organization to operate an integrated management system that can align with
requirements from quality, occupational health and safety and environmental management systems,
for example. This approach provides opportunities to reduce duplication and builds in efficiencies.
Examples and approaches are presented throughout this International Standard for illustrative
purposes. They are not intended to represent the only possibilities, nor are they necessarily suitable
for every organization. In designing and implementing, or improving an environmental management
system, organizations should select approaches that are appropriate to their own circumstances.
Practical Help Boxes are intended to provide additional information to support the guidance contained
within this International Standard.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee. International
organizations, governmental and non-governmental, in liaison with ISO, also take part in the work. ISO
collaborates closely with the International Electrotechnical Commission (IEC) on all matters of
electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International
Standards adopted by the technical committees are circulated to the member bodies for voting.
Publication as an International Standard requires approval by at least 75 % of the member bodies casting
a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 14004 was prepared by Technical Committee ISO/TC 207, Environmental management,
Subcommittee SC 1, Environmental management system.
This third edition will cancel and replace the second edition (ISO 14004:2004), which has been technically
revised.

1 Introduction
2 Every organization, whether public or private, large or small, in developed or emerging economies, has
3 an impact on the environment and is affected by the environment in return. The organization's impact can
4 come from consuming resources or pollution and the effect on the organization from issues such as
5 climate change. These impacts are leading to a growing understanding that the profitability and prosperity
6 of human development is contingent on preserving and conserving our natural capital, the resources
7 upon which all human productivity depends.
8 Societal expectations are driving the need for improved management of the resources necessary to
9 support human development through greater efficiency, transparency and accountability for all
10 organizations. Motivation for improving environmental performance can start for any organization, large or
11 small, with the belief and commitment of the owners, the board or the management team. Motivations can
12 be the realization of cost savings, the need to meet existing or increasingly stringent legislation,
13 addressing customer requirements, or management's commitment to protect the environment by
14 preventing pollution and loss of natural capital. These motivations are reinforced by the realization of
15 growing pressures on the environment from extreme weather, over-consumption of resources, and the
16 challenges created by degradation of ecosystems and the loss of biodiversity.
17 The aim of this voluntary International Standard is to provide organizations with guidance for a common
18 framework to establish, implement, maintain or improve a system to support better environmental
19 management. This should contribute to the long-term viability of the organization and to the overall goal of
20 sustainable development in balance with its social and economic elements. The framework of a robust,
21 credible and reliable environmental management system can include:
22  understanding the needs and expectations of interested parties, as they relate to the environmental
23 performance of the organization;
24  developing and implementing an environmental policy and objectives;
25  establishing the need for top management to take a leading role in improving environmental
26 performance;
27  identifying aspects of its activities, products and services that can result in significant environmental
28 impacts;
29  identifying the environmental conditions, including events, that can affect the organization (i.e.
30 whether the effect is local, regional or global, short or long-term);
31  considering the risk associated with threats and opportunities in relation to the organization's
32 significant environmental aspects and related compliance obligations;
33  increasing awareness of an organization's interaction with the environment;
34  establishing operational controls to manage an organization's significant environmental aspects and
35 compliance obligations, and risks associated with threats and opportunities;
36  evaluating environmental performance and taking actions, as necessary, for its improvement.
37 The outcomes of a formal approach to environmental management can provide top management with
38 qualitative and quantitative data that promotes informed business decisions that build long-term success
39 and create options for contributing to sustainable development. The opportunities include:
40  protecting the environment through the prevention or reduction of adverse impacts;

41  controlling or influencing the way products and services are designed, manufactured, distributed,
42 consumed and disposed;
43  leveraging a life cycle perspective that can prevent environmental burdens from being transferred
44 elsewhere within the cycle;
45  achieving financial and operational benefits that can result from implementing environmentally sound
46 alternatives that strengthen the organization's market position; and
47  communicating environmental information to relevant interested parties.
48 The success of the organization depends on commitment from all levels and functions, led by top
49 management.
50 In addition to enhanced environmental performance, the potential benefits associated with an effective
51 environmental management system include
52  assuring customers of commitment to demonstrable environmental management,
53  maintaining good public/community relations,
54  satisfying investor criteria and improving access to capital,
55  enhancing image and market share,
56  improving cost control,
57  reducing incidents that result in liability,
58  conserving input materials and energy,
59  facilitating the attainment of permits and authorizations and meeting their requirements,
60  promoting environmental awareness among suppliers, contractors and all persons working for or on
61 behalf of the organization, and
62  improving relations between industry and government.
63 Examples and approaches are presented throughout this International Standard for illustrative purposes.
64 They are not intended to represent the only possibilities, nor are they necessarily suitable for every
65 organization. In designing and implementing or improving an environmental management system,
66 organizations should select approaches that are appropriate to their own circumstances. Practical help
67 boxes are intended to provide additional information to support the text contained within the standard.

71 This International Standard provides guidance on the establishment, implementation, maintenance and
72 improvement of an environmental management system with the potential to integrate it into the core
73 business process.
74 NOTE While the system is not intended to manage occupational health and safety issues, they can be included
75 when an organization seeks to implement an integrated environmental and occupational health and safety
76 management system.
77 The guidelines in this International Standard are applicable to any organization, regardless of its size,
78 type, location or level of maturity.
79 While the guidelines in this International Standard are consistent with the ISO 14001 environmental
80 management system model, they are not intended to provide interpretations of the requirements of ISO
81 14001.
