Gas infrastructure - Gas measuring systems - Functional requirements

This European Standard specifies functional requirements for the design, construction, testing, commissioning/decommissioning, operation, maintenance and where appropriate calibration, together with suitable documented provisions for all new gas measuring systems and any major changes of existing systems.
This European Standard also specifies accuracy classes of measuring systems and thresholds applicable to these classes. Demonstration of compliance is achieved through the selection, installation and operation of appropriate measurement instruments, together with suitable documented provisions for calculations. Examples of demonstration of compliance are provided for each accuracy class; however, they are not prescriptive solutions.
This European Standard is applicable for gases of the 2nd family as classified in EN 437. It is also applicable for treated non-conventional combustible gases complying with EN 437 and for which a detailed technical evaluation of the functional requirements (such as injected biomethane) is performed ensuring there are no other constituents or properties of the gases that can affect the metrological and physical integrity of the measuring systems.
This European Standard can also be used as a guideline for 1st and 3rd family gases as classified in EN 437; however additional considerations should be taken with regard to the different constituents and physical characteristics of the gas family.
This European Standard is not applicable for raw or sour gases.
This European Standard is not applicable for gas measurement in CNG filling station.
This European Standard gives guidelines when designing, installing and operating gas meters with additional functionalities (smart meters).
Unless otherwise specified all pressures used in this European Standard are gauge pressures.
For associated pressure regulating systems the requirements of EN 12186 and/or EN 12279 apply.
For requirements on design, housing, lay-out, materials for components, construction, ventilation, venting and overall safety of gas measuring systems within the scope of this European Standard, EN 15001, EN 12186, EN 12279 and/or EN 1775 apply additionally, where relevant.
This European Standard specifies common basic principles for gas infrastructure. Users of this European Standard should be aware that more detailed national standards and/or codes of practice may exist in the CEN member countries.
This European Standard is intended to be applied in association with these national standards and/or codes of practice setting out the above mentioned basic principles.
In the event of conflicts in terms of more restrictive requirements in national legislation/regulation with the requirements of this European Standard, national legislation/regulation takes precedence as illustrated in CEN/TR 13737 parts 1 and 2.
CEN/TR 13737 (all parts) gives:
   clarification of all legislation/regulations applicable in a member state;
   if appropriate, more restrictive national requirements;
   a national contact point for the latest information.

Gasinfrastruktur - Gasmesssysteme - Funktionale Anforderungen

Diese Europäische Norm legt funktionale Anforderungen an die Planung, den Bau, die Prüfung, die In- und Außerbetriebnahme, den Betrieb und die Instandhaltung sowie gegebenenfalls die Kalibrierung in Verbindung mit geeigneten Dokumentationspflichten für alle neuen Gasmesssysteme und für erhebliche Veränderungen an bestehenden Systemen, die für den eichpflichtigen Verkehr verwendet werden, fest.
Diese Europäische Norm legt außerdem Genauigkeitsklassen für Messsysteme und Schwellenwerte für diese Klassen fest. Der Übereinstimmungsnachweis erfolgt durch Auswahl, Einbau und Betrieb geeigneter Mess-instrumente in Verbindung mit Dokumentationspflichten für die durchzuführenden Berechnungen. Für jede Genauigkeitsklasse werden Beispiele für den Übereinstimmungsnachweis gegeben, dies sind jedoch keine vorgeschriebenen Lösungen.
Diese Europäische Norm gilt für Gase der zweiten Gasfamilie nach EN 437. Sie gilt außerdem für behandelte unkonventionelle Brenngase nach EN 437, für die eine gründliche technische Beurteilung der funktionalen Anforderungen (wie z. B. eingespeistes Biomethan) durchgeführt wird, um sicherzustellen, dass die Integrität der Messsysteme nicht durch andere Bestandteile oder Eigenschaften der Gase beeinträchtigt werden kann.
Diese Europäische Norm kann auch als Leitfaden für Gase der ersten und dritten Gasfamilie nach EN 437 herangezogen werden, in diesem Falle sind aber möglicherweise weitere Betrachtungen erforderlich.
Diese Europäische Norm ist nicht auf Roh- oder Sauergase anwendbar.
Diese Europäische Norm enthält Leitlinien für die Auslegung, die Installation und den Betrieb von Gaszählern mit zusätzlichen Funktionen (intelligente Zähler). Sofern nicht anders festgelegt, sind sämtliche der in dieser Europäischen Norm angegebenen Drücke Überdrücke.
Für angeschlossene Druckregelsysteme gelten die Anforderungen von EN 12186 und/oder EN 12279.
Für die in den Anwendungsbereich der vorliegenden Europäischen Norm fallenden Anforderungen an die Planung, die Einhausung, die Anordnung, die Werkstoffe für die einzelnen Komponenten, den Bau, die Be- und Entlüftung sowie die Sicherheit der Gasmesssysteme insgesamt, gelten zusätzlich, je nach Anwendbar-keit, die Normen EN 15001, EN 12186, EN 12279 und/oder EN 1775.
Diese Europäische Norm legt allgemeine Grundsätze für die Gasinfrastruktur fest. Die Anwender dieser Europäischen Norm sollten sich darüber im Klaren sein, dass detailliertere Nationale Normen und/oder Anleitungen für die Praxis in den CEN-Mitgliedsländern existieren können.
Diese Europäische Norm ist für die Anwendung in Verbindung mit diesen die oben erwähnten allgemeinen Grundsätze darlegenden Nationalen Normen und/oder Anleitungen für die Praxis vorgesehen.
Beim Auftreten von Widersprüchen aufgrund restriktiverer Anforderungen in den nationalen Gesetzen/Vor-schriften im Vergleich zu den in der vorliegenden Europäischen Norm enthaltenen Anforderungen haben die nationalen Gesetze/Vorschriften Vorrang, wie in CEN/TR 13737 (alle Teile) dargestellt.
CEN/TR 13737 (alle Teile) enthält:
   Darstellung der in den Ländern zu beachtenden Gesetze/Vorschriften;
   wenn notwendig, darin enthaltene restriktivere nationale Anforderungen;
   eine nationale Kontaktstelle für die aktuellsten Informationen.

Infrastructures gazières - Systèmes de mesure de gaz - Prescriptions fonctionnelles

La présente Norme européenne spécifie les prescriptions fonctionnelles pour la conception, la construction, la mise en service/mise en service, l'exploitation, la maintenance et le cas échéant, l'étalonnage approprié, ainsi que les dispositions documentées appropriées pour tous les nouveaux systèmes de mesure de gaz et toutes les modifications majeures des systèmes existants utilisés pour les transactions commerciales.
La présente Norme européenne spécifie également les classes d'exactitude des systèmes de mesure et les seuils applicables à ces classes. La démonstration de la conformité est obtenue par la sélection, l'installation et l'exploitation d'instruments de mesure appropriés, ainsi que par l'utilisation de dispositions documentées appropriées pour les calculs. Des exemples de démonstration de la conformité sont fournis pour chaque classe d'exactitude ; il ne s'agit toutefois pas de solutions prescriptives.
La présente Norme européenne s'applique aux gaz de la 2ème famille conformément à l'EN 437. Elle s'applique également aux gaz combustibles non conventionnels traités conformes à l'EN 437 et pour lesquels une évaluation technique détaillée des prescriptions fonctionnelles (telles que le biométhane injecté) est effectuée en veillant à ce qu'aucun autre constituant ou aucune autre propriété des gaz ne puisse affecter l'intégrité des systèmes de mesure.
La présente Norme européenne peut également servir de guide pour les gaz de la 1ère et de la 3ème famille, conformément à l'EN 437 ; des considérations supplémentaires peuvent toutefois être nécessaires en ce qui concerne les différents constituants et les caractéristiques physiques de la famille des gaz.
La présente Norme européenne ne s'applique pas aux gaz bruts ou corrosifs.
La présente Norme européenne n’est pas applicable pour la mesure de gaz dans une station de remplissage GNC.
La présente Norme européenne fournit des lignes directrices pour la conception, l'installation et l'exploitation des compteurs de gaz comportant des fonctionnalités supplémentaires (compteurs de gaz intelligents).
Les protocoles et les interfaces de communication pour les compteurs de gaz et le télé relevé des compteurs de gaz ne relèvent pas du domaine d'application de la présente Norme européenne et sont couverts par les parties appropriées de l'EN 13757, qui fournissent un certain nombre de protocoles pour les communications relatives aux compteurs. Les protocoles de télésurveillance et d'acquisition de données (SCADA) ne sont pas non plus couverts par la présente Norme européenne.
Sauf indication contraire, toutes les pressions utilisées dans la présente norme sont des pressions effectives.
Pour les systèmes de détente-régulation de pression, les prescriptions de l’EN 12186 et/ou de l’EN 12279 s'appliquent.
Pour les prescriptions relatives à la conception, à l’armoire, à la disposition, aux matériaux des composants, à la construction, à la ventilation, à la mise à l'atmosphère et à la sécurité globale des systèmes de mesure de gaz relevant du domaine d'application de la présente Norme européenne, les normes EN 15001, EN 12186, EN 12279 et/ou EN 1775 s'appliquent également, selon le cas.
La présente Norme européenne spécifie les principes de base communs pour les infrastructures gazières. Il convient que les utilisateurs de la présente Norme européenne gardent à l'esprit l'existence éventuelle, dans les pays membres du CEN, de codes de pratique et/ou de normes nationales plus détaillées.
La présente Norme européenne est destinée à s'appliquer conjointement avec ces normes nationales et/ou codes de pratique, qui détaillent les principes de base précités.

Ta evropski standard določa funkcionalne zahteve za načrtovanje, izgradnjo, pregled, delovanje in vzdrževanje novih plinskih merilnih postaj za nedomači prenos skrbništva naravnega plina, kot je opisano v standardu ISO/DIS13686, z zmogljivostjo 500 m3/h ali več (pri osnovnih pogojih, glejte točko 4.1) in za delovni tlak 1 bar ali več (parni tlak). OPOMBA: Naprave, ki uporabljajo mehovne plinomere kot primarne merilne instrumente, niso zajete v tem standardu.
